Martin Associates conducted a review of the tariff/cost structure for the cargo operations for the Virgin Island Port Authority. This analysis provided a basis for the development of lease structures as well as terminal valuations to be used in public private partnerships. The study also addressed the potential to develop a transshipment operation at a recently closed refinery on the islands.
